The three-layer campaign hierarchy in Meta's performance architecture
Meta's campaign structure mirrors the classic marketing funnel, but the implementation is specific. At the top, Awareness campaigns target cold audiences with brand messaging and video. The goal is impressions and video views, not clicks or conversions. These campaigns use lookalike and interest-based audiences to reach people who don't know you yet. The creative is educational or emotional, designed to anchor your brand in their memory.
Consideration campaigns occupy the middle layer. They target people who've engaged with your brand (website visitors, video watchers, or engagement audiences) and aim to move them toward purchase consideration. These use conversion or messaging campaign objectives, focusing on website visits, lead forms, or video completion. The creative is more tactical: comparison messaging, product demos, or case studies designed to shift perception from curious to convinced.
Stacking layers to control spend and efficiency across the funnel
Conversion campaigns sit at the bottom of the funnel, retargeting warm audiences (past website visitors, past engagers, or customer lookalikes). These campaigns explicitly optimize for purchases, app installs, or lead submissions. The creative focuses on urgency and call to action. Conversion campaigns typically have the highest CPA because they target the broadest warm audience. But they also have the highest absolute volume.
The architecture creates natural budget allocation. Awareness campaigns might be 20-30% of budget (wide reach, lower cost per impression). Consideration gets 30-40% (medium audience size, moderate CPA). Conversion gets 40-50% (best conversion rate, acceptable CPA at scale). As awareness budget builds audiences, those audiences feed into consideration, which generates warmer audiences for conversion. This stacking prevents waste. You're not bidding conversion prices on cold traffic, and you're not running awareness messaging on hot prospects. Each layer does its job and passes warmed audiences downstream.
